National Colloquium | Public Habous properties in Algeria

The conference hall Pr. Naoume Mourad, at the Faculty of Law and Political Sciences of the University of Tlemcen, hosted, on December 15, 2025, a national colloquium held in both in-person and virtual formats, entitled:“Public Habous properties in Algeria: Between doctrinal foundations and the necessity of codifying the principles governing their protection and development in the 21st century.”This scientific event was organized by the Laboratory of Fundamental Private Law, under the chairmanship of Pr.Kheireddine Benmechernene.
The colloquium was inaugurated by Pr. Bounouar Bensaïm, Vice-Rector in charge of pedagogy, as well as the Pr. Fethi Ouahib, Dean of the Faculty of Law and Political Sciences.
The meeting brought together a distinguished group of academics and specialists, including Pr.. Abderrahmane Azzaoui and Pr.. Fares Mesdour (University of Blida), as well as the Director of the local radio station and the Director of Religious Affairs and Waqfs of the Wilaya of Tlemcen, Mr. Nasreddine Omrani, representing the Director General of the National Office of Waqfs and Zakat, Dr. Mohamed Bouziane.
The proceedings of the colloquium resulted in a set of recommendations grounded in a contemporary jurisprudential and doctrinal framework, aligned with the challenges of the 21st century, aiming to transform public habous properties from a static heritage into an effective lever for economic and social development in Algeria.
On this occasion, the organizers expressed their sincere appreciation and gratitude to all speakers and participants for the quality and depth of their contributions, expressing the hope that this scientific meeting will constitute a concrete step toward enhancing the development of habous properties and promoting sustainable development in the country.
