Launch of the Open Days on the Exploitation of Public Domain Patents at the University of Tlemcen

As part of the implementation of the National Committee’s directives aimed at enhancing the valorization of scientific research outcomes and transforming them into added economic value, the Open Days dedicated to promoting the exploitation of patents in the public domain were launched on Wednesday, February 25, 2026, at the auditorium of the Faculty of Natural and Life Sciences.
This initiative is intended for student project holders enrolled under Ministerial Decree 1275/008 and duly registered for the 2025/2026 academic year.
The opening ceremony was held in the presence of the Rector of the University, Pr. MEGHACHOU Mourad; the Vice-Rector in charge of Pedagogy, Pr.BENSAIM Bounouar and the Head of the Student Center, Professor SARI HASSOUN Zakaria, along with supervising faculty members and students. Their attendance reflects the University’s ongoing commitment to fostering innovation and supporting student-led projects.
The inaugural lecture was delivered by Ms. KELOUCH Nehal, Head of the Center for Support to Technology and Innovation (CATI), who provided a comprehensive presentation on the mechanisms for implementing Ministerial Decree 1275/008, as well as the regulatory and legal framework governing the exploitation of patents in the public domain. She emphasized that these patents represent a strategic knowledge base that enables the analysis of existing technical solutions, their improvement, and the development of innovative prototypes capable of practical implementation.
Particular emphasis was also placed on the structuring role of university support mechanisms, notably CATI, the Entrepreneurship Development Center (CDE), and the University Incubator. The presentation highlighted the methodological guidance, technical assistance, and administrative support available to students to ensure the effective transition of projects from the conceptual stage to actual implementation. It was underscored that the strategic use of technological information contained in patent documents constitutes a key driver for the development of innovative projects, in alignment with national orientations toward a knowledge-based economy.
Through this initiative, the University of Tlemcen reaffirms its commitment to promoting a culture of innovation and entrepreneurship within the academic community and to equipping students with the legal and technical tools necessary to transform their ideas into impactful projects contributing to national development
