Minister of Higher Education and Scientific Research, M.Kamel BADDARI pays a working visit to the University of Tlemcen

The Minister of Higher Education and Scientific Research, M.Kamel BADDARI, paid a working visit to University of Tlemcen on Thursday, May 14, 2026. The visit focused on reviewing the progress of university infrastructure projects, strengthening educational facilities, and advancing initiatives related to student innovation and entrepreneurship.
The minister was welcomed by the wali of Tlemcen wilaya, M.Youcef BECHELAOUIi, accompanied by local and university authorities led by the Rector of the University of Tlemcen,Pr. Mourad MEGHACHOU.
The visit began at the Medical Simulation Center located at the downtown pole, where the minister inspected several modern facilities dedicated to the practical training of medical students, including locally manufactured intelligent dissection tables. He also toured the university library to review the progress achieved in the digitization of services and documentary resources.
At the Chetouane pole, Mr. Baddari reviewed the progress of the dental clinic project, which is expected to strengthen the practical training of students from the Faculty of Dental Medicine. On the same site, he inaugurated the annex of the Higher Teachers’ Training School, aimed at improving the training of future educators.
The minister also inspected the construction works of a 500-bed student residence, emphasizing the importance of meeting deadlines and quality standards while underlining the role of suitable accommodation conditions in students’ academic success.
The ministerial delegation later visited the new Mansourah pole, where it toured the university FABLAB equipped with prototyping tools, 3D printing technologies, and laser cutting equipment. Several innovative student-led projects were showcased, alongside initiatives developed under the PROTOMARKET program, dedicated to supporting digital and technological solutions.
The minister also inaugurated the One-Stop Desk of the i2E Student Center, designed to guide and support project leaders. The initiative aims to facilitate access to incubation, training, and project monitoring services, particularly for projects developed within the framework of Ministerial Decree 1275.
During the visit, Mr. Baddari reaffirmed the importance of strengthening ties between the university and its socio-economic environment. He called for accelerating the implementation of ongoing projects and continuing efforts to modernize higher education in Tlemcen.
 
The visit concluded with the signing of a series of strategic partnership agreements bringing together start-ups and key economic stakeholders. Among the most significant agreements was a partnership between an e-commerce start-up and SOFIZPAY, as well as a cooperation agreement between the University of Tlemcen’s business incubator and the same company.
These initiatives aim to strengthen collaboration between the university and the economic sector while promoting the transformation of scientific research outcomes into innovative and value-creating projects.
The ceremony also featured the honoring of a group of students who achieved remarkable results in national scientific competitions and sporting events, in recognition of their excellence and to encourage them to continue their pursuit of innovation and achievement.
Overall, the visit reflects the modernization momentum currently driving the University of Tlemcen, which continues to strengthen its position as a center of knowledge production, a hub of innovation, and a key contributor to local and national development. It also highlights the ongoing transformation of the Algerian university system, which is increasingly embracing a modern vision that goes beyond traditional teaching models to become a dynamic space for creativity, innovation, and knowledge production in service of society and sustainable development.
