The “Mustafa DJAAFOUR” Auditorium at the downtown pole hosted, on Saturday, May 23, 2026, the proceedings of a study day entitled “National strategy for promoting transparency and combating corruption in Algeria: Realities and Challenges,” jointly organized by the Faculty of Law and Political Science, represented by the Laboratory of Maritime Law and Transport, the High Authority for Transparency, Prevention and Combating of Corruption, and the Algerian Network for Transparency “Naracom.” This event is part of the university’s openness to its institutional environment and its role in addressing national issues through scientific research and academic dialogue.
The meeting was attended by the University Rector, Prof. Mourad MEGHACHOU, the Director of Regulation and General Affairs, representing the wali of the Wilaya of Tlemcen, Mr. Youssef BECHELAOUI, the Dean of the Faculty of Law and Political Science, Prof. Fathi OUHIB, as well as the representative of the President of the High Authority for Transparency, Prevention and Combating of Corruption, members of the security commission, and senior officials of the wilaya. Also present were Mr. Mohamed Rida BENHAROUN, National Secretary of the Algerian Network for Transparency “Naracom,” along with faculty members, students, and media representatives, in a setting reflecting the institutional and societal dimension of the event.
This study day is part of ongoing efforts to strengthen the values of integrity and good governance within state institutions and society. It also provided an opportunity for exchange between academics, researchers, and stakeholders in the legal and institutional fields, in order to examine the state of transparency in Algeria and review the various legal and institutional mechanisms implemented to prevent and combat corruption.
The objective of this event was to highlight the importance of raising public awareness and strengthening legal culture in promoting the principles of accountability and responsibility, while addressing the main challenges hindering the effective implementation of the national strategy at administrative, economic, and social levels. It also reflects the university’s and its institutional partners’ commitment to supporting scientific research and fostering constructive dialogue on current national issues.
This event confirms the role of the University of Tlemcen as a space for critical reflection engaged with societal issues, and illustrates a partnership dynamic between the university, the High Authority, and the Algerian Network for Transparency “Naracom,” representing a model of cooperation between academic, institutional, and civil spheres in the service of good governance and the building of a more transparent, just, and development-oriented society.
