The University of Tlemcen hosted the opening ceremony of the international conference entitled ‘Protection and Use of Transboundary Watercourses and Prevention of Environmental Pollution’ (IC-TWEP 2026) on Monday, 26 October 2026, at the Mustapha Djafour Auditorium, Downtown University Campus. Organised in collaboration with the Directorate-General for Scientific Research and Technological Development (DGRSDT), the conference will run until 29 October 2026.
The ceremony was attended by the Secretary-General of the Wilaya of Tlemcen, the Rector of the University of Tlemcen, Pr. Mourad MEGHACHOU, the former Minister of Water Resources, Pr. Mustapha Kamal MEHOUBI, and Pr. NIDALl Salim, Director of the Global Institute for Water, Environment and Health in Geneva, Switzerland. Representatives of public institutions, diplomatic missions, the water, environment and energy sectors, as well as researchers, international experts, academics and media representatives, also attended the event.
The conference aims to address the challenges associated with the sustainable management of shared water resources, the protection of transboundary watercourses and the prevention of environmental pollution. It takes place against a backdrop of climate change, drought, flooding, industrial and agricultural pressures, and growing concerns over water security.
The scientific programme is structured around seven main themes: the effects of climate change and pollution on water resources; innovative monitoring, protection and treatment technologies; governance and legal frameworks; regional cooperation and water diplomacy; the role of universities and research centres; public participation and social inclusion; and the use of artificial intelligence and big data in water management, flood forecasting and pollution monitoring.
During the opening ceremony, Pr.Cherifa ABDELBAKI, President of the Conference and Chair of the Organising Committee, highlighted the importance of international cooperation and shared responsibility in safeguarding water resources. She also emphasised the international dimension of the event, which brings together researchers from different national backgrounds to address common challenges.
In his address, Pr. Mourad MEGHACHOU, Rector of the University of Tlemcen, reaffirmed the university’s commitment to scientific research, innovation and stronger partnerships with national and international institutions. He underlined the contribution of university expertise to water security, environmental protection and sustainable development.
The Secretary-General of the Wilaya of Tlemcen stressed the importance of coordination between institutions and the effective use of scientific research findings to improve water resource management and preserve natural resources. Meanwhile, Ms Fatima Zahra Ayoudje, representing the Minister of Higher Education and Scientific Research, Pr. Kamel BADDARI, emphasised the need for a multidisciplinary approach bringing together science, engineering, technology, law and economics.
The opening session also featured two plenary lectures. Professor Mustapha Kamal Mehoubi addressed strategic issues relating to water security in Algeria, integrated water resources management, transboundary water cooperation and the development of desalination technologies. Pr.NIDAL Salim explored the links between water, the environment and health, highlighting the consequences of declining water quality and the importance of scientific cooperation and water diplomacy.
The first day concluded with a coffee break and a welcome reception, providing participants with an opportunity to exchange views and establish professional and scientific contacts.
In conclusion, the international conference provides a valuable platform for scientific dialogue and cooperation, with the aim of promoting innovative solutions for the sustainable management of water resources. It also highlights the role of the University of Tlemcen in advancing scientific research and mobilising national and international expertise to protect the environment and safeguard resources for future generations.
The conference will continue until 29 October 2026, with the aim of strengthening scientific exchanges and developing practical recommendations to support water security and sustainable development.
